“We have credible information that Russian forces will use deadly measures to disperse peaceful protests or to somehow quell civilian opposition,” the statement from the UN High Commissioner for Human Rights in Chile added.
The note, signed by US Ambassador to the UN in Geneva Bathsheba Nell Crocker, warns that the Russian invasion of Ukraine could provoke abuses such as abduction or torture, as well as target political and religious dissidents and ethnic minorities.
