Sleep is not an individual problem
Ruffa gives an example: A person is told to sleep for eight hours, in a quiet, dark environment, not too hot or too cold, but they say he can’t sleep because he hears gunshots in the neighborhood. In this case, guidance on sleep hygiene is not enough, because what is needed is street safety.
