FINDECT Board of Directors Requests Urgent Resumption of Negotiations, Proposes Fairer Terms for Postal Workers’ Health Plan
Following the approval of the postal workers’ strike on August 7, FINDECT informed the company’s management, reported the results and deliberations of the meetings held and demanded the immediate resumption of negotiations on the Collective Labour Agreement (ACT). FINDECT reiterated the need for a serious and effective dialogue, capable of presenting a concrete and satisfactory proposal for this category.
In this context, FINDECT has resubmitted its proposal on Section 60 of the Act, which deals with the health plan for ECT employees. This is one of the main demands of this group, especially after the changes implemented in recent years that have led to significant reductions in benefits and increased costs for workers.
Resubmit health plan proposal
FINDECT’s proposal is based on the provision in force in the standard sentence of the Supreme Labour Court (TST) for 2019/2020. In this model, the cost of the health plan was divided 70% by the company and 30% by the employees. The union is advocating a return to this formula, seeking to reverse the harmful changes that have occurred since then, such as the exclusion of parents as beneficiaries in 2019 and the withdrawal of pensioners from the health plan.
These changes have led to nearly 205,000 people evading the plan, with an average of 1,400 evasions per month. Currently, only 65,000 of the 87,000 active employees remain as owners, demonstrating the difficulty many are having in paying the monthly fees and participating, leading to the withdrawal of the benefit.
With the issuance of CGPAR 52, dated 17 April 2024, for state-owned companies to resume previous financing, and considering the commitments made by ECT in several cases, FINDECT proposes to re-establish clause 60 with the same wording as the standard sentence for 2019/2020. This measure aims to ensure a fair reduction in employee contributions to the health plan.
Proposal details
FINDECT’s proposal includes the following conditions for participation in the health plan:
15% participation in consultations, examinations, surgeries without hospitalization and home care.
Exemption from co-payment for continuing treatment, hospitalization (including examinations, fees, daily fees, fees, materials and medications) and very complex procedures, such as outpatient oncology (chemotherapy and radiotherapy), hemodialysis, outpatient hemodialysis, hospitalization and home care (home care).
Furthermore, the proposal provides for a monthly fee schedule for the individual, depending on the salary range, with the percentage values detailed in the attached letter.
FINDECT also proposes to reintegrate parents and retirees who have been forcibly excluded from the health plan. These beneficiaries will be able to return to the plan without a waiting period, if they choose to rejoin.
The resubmission of this proposal by FINDECT is essential to resolve the impasse that led to the strike and to ensure a fair agreement that meets the needs of Correios workers.
