Construction potential in Sao Januario: Vasco is waiting for the invoice, but already has an agreement to sell | Vasco

-We are monitoring this closely, and we have received information from the city council. Currently, we are waiting for a new step. It has a similar operation to Vasco with Caixa Econômica Federal. We are monitoring this, it is a big operation. Once this problem is solved, the Vasco problem will probably be solved as well – said the club president, Jorge Salgado, on the day of the celebration of the 125th anniversary of Vasco.

Understanding the constructive potential that can help Vasco reform São Januario

Talks with Mayor Eduardo Paes were positive and the construction potential was expected to be realized by last month. Hey ge I found that the Rio City Council hopes to finish this project related to the Caixa Econômica to send it with Vasco to the Chamber.

While waiting for the municipal decree to transfer the construction capacity, Vasco applied to sell this “construction capacity” that it would receive from the city council. Without the city’s approval, the club cannot complete the deal yet, but it already has a pre-sale agreement for the development in Barra da Tijuca. Values are approximately R$ 500 million.

With these funds, Vasco will carry out the renovation and expansion of São Januario. The club is based on the project developed by WTorre under the management of former president Alexandre Campello, and implemented by architect Sergio Dias. The capacity will be to accommodate up to 43,000 fans.

Understand what constructive potential is

Building potential tells you how much you can build on your own land, respecting the area of the city in which it is located. Each city has a master plan with the characteristics of each area. Each of these areas has its own construction rules.

The land on which São Januário is located, for example, is huge and has great building potential, but the stadium does not require exploiting all this potential. Negotiations with the city council are intended to allow this capacity to be built further to be transferred to Vasco at another location. The idea is for the club to acquire land in Barra da Tijuca.

– Transfer of construction right (TDC) is an urban planning tool that gives the owner of a plot of land the possibility to use his building potential on another plot of land, sell it to another owner or donate it to public authorities – says the regulation Rio City Hall.

When the owner wants to build an area larger than the permitted area of that land, he may request a larger area up to the maximum specified by law. In other words, if your land allows for building Xm² and you want to build 2Xm², you can have this ability to build more.

In the case of Sao Januario, it is the opposite. The land allows approximately 2Xm² of construction, but Vasco used only Xm². The bill would therefore ensure that the club would acquire land elsewhere in the city, which is where the money needed to renovate the stadium would come from.
